Cosa ci insegna il caso Atlantia

Il caso Atlantia rappresenta anche un’occasione unica per rivedere sia alcune evidenti storture delle convenzioni (a cominciare da formule di fissazione delle tariffe, meccanismi di autorizzazione degli investimenti, aumento delle tariffe – che oggi avviene all’avvio degli investimenti e non al loro completamento) sia il ruolo della vigilanza, oggi in capo a livello tecnico al ministero e a livello tariffario all’Autorità di regolazione dei trasporti, quando è evidente che i due momenti sono interrelati.
